Tri-Panchayat elections are going to be held in Haridwar next year. The court has said that such a place should not be there if it comes, then the Election Commission can come to the court. On the appointment of administrators, the court has said that they will continue to do their jobs, till then no administrative or policy decisions will be taken and their financial powers will remain sealed.
While hearing a petition filed by President Pratibha on delay in the Panchayat elections in Uttarakhand, the High Court had banned the decision of the government administrators appointed in Panchayats. The court had said that the administrators will work in Panchayats but no policy decision can be taken. During the hearing, the government had said in the court that Panchayat elections will be held in the state within four months, but the court is not satisfied with this argument. Was there. Along with this, the court had rebutted the State Election Commission and said that why the State Election Commission did not file a petition in the court in the event of a constitutional crisis.
This time Panchayat elections will be according to the new Panchayati Raj Act of the revised state. Of course, work will be done only from Uttar Pradesh’s Panchayati Raj manual for election. The reason is that the state’s Panchayati Raj Act is there, but the rules have not yet been made for the election. After consultation with the Department of Justice, the Government has sent a letter to the State Election Commission in this regard. With this, the District Magistrates have been instructed to start the process of reservation in Panchayats from August 1. After separation from Uttar Pradesh, panchayat elections were being organized in Uttarakhand under Panchayatiraj Act and Rules. After the long wait, the state’s Panchayati Raj Act came into being in 2016. Recently, the Act was amended. In this, it was made that people with more than two children will not be able to contest the panchayat elections. Along with this, the eligibility of scientific qualification has also been decided for Panchayat representatives. In the meantime, it was found that the state has prepared its new act, but has not made rules for elections. Also, there is no mention about reservation formula. At the same time, the High Court also directed the government to conduct Panchayat elections within four months in one case.
In the remaining districts except for Haridwar, the tenure of the Gram Panchayats has ended on July 14 and 15, while the tenure of the nine panchayats of the area Panchayats and the term of the district panchayat ends on August 12. In the wake of the Third Panchayat elections, For this, the holidays of the Panchayat Raj Department have been canceled. Orders have been issued in this regard on behalf of Secretary Panchayatiraj Dananjit Kumar Sinha. It has been said that the officials and employees of Panchayatriyas Directorate, Panchayati raj Office, all Additional Chief District Officers, District Panchayat and all District Panchayat RR Officers and employees have been suspended, except for the very inevitable conditions. No officials and employees will be allowed to leave until the election is completed. Otherwise, other steps will be taken along with the deduction of wages.
