That year, in 2000, when the State Party became the president of the unit, Uttarakhand was separated from Uttar Pradesh. In 2002, he was elected the Rajya Sabha member. Along with that, Vijay Bahuguna was also accused of irregularities in the financial fund. 69-year-old Rawat won sub-election from Dharchula seat next year. The Rawat government was shocked when nine Congress MLAs opened a front against him in 2016. The presidential rule was imposed in the state on March 27, 2016, between party crisis. All rebel legislators joined BJP and created trouble for the party. Rawat lost both Haridwar Rural and Kichan in both the 2017 assembly elections. The Congress got only 11 seats out of 70 seats in it, while BJP won on 57 seats. Rao’s tenure is also known for the video of the sting operation, in which Congress rebel legislators were seen deleting to bring back the party. He later believed that he was in that video.
