The new plan by the DGP of Uttarakhand to tackle crimes.

On September 9, 2024, Abhinav Kumar, Director General of Police, Uttarakhand, issued the following directives for effective crime prevention and robust policing in the state to establish a sense of security among the general public:

1. Criminal activities, such as theft, robbery, dacoity, and harassment of women, often increase during the night, adversely affecting the public. To effectively control and prevent such incidents, police activity should be intensified during the night.
2. Identify and map crime hotspots in each district by police stations, ensuring effective patrols, foot patrols, and checking. Ensure patrols are conducted at sensitive locations within each police station’s jurisdiction.
3. Conduct mandatory foot patrols every day around major intersections, markets, shopping malls, bus stands, railway stations, and parks within police station/outpost areas.
4. Deploy sufficient number of patrolling vehicles on sensitive routes and set up police pickets at other sensitive locations. Additionally, install CCTV cameras at important sites.
5. Ensure that for nightly patrols and checking in both urban and rural areas, each day a designated officer is assigned a duty roster. The Additional Superintendent of Police will oversee and monitor these patrols.
6. District heads will personally patrol until 1 AM, ensuring random checks of night patrol parties. Police personnel found absent, negligent, or lax during night patrols should be warned, and repeated offenses will result in disciplinary action.
7. Gazette officers/station heads should conduct at least one hour of foot patrol in crowded areas/towns every evening.
8. During foot patrols/checks, conduct surprise checks on active criminals, history sheeters, and notorious offenders with as many police personnel as possible.
9. Ensure effective foot patrols around schools, colleges, educational institutions, and industrial areas during opening and closing times. Check suspicious individuals (e.g., loiterers, people standing near pan shops, suspicious vehicles).
10. During foot patrols, officers and police personnel should engage with the public to instill a sense of security and encourage them to provide important information and cooperate with the police.
11. During foot patrols, police officers and personnel should exchange mobile numbers with respected local individuals and maintain a separate record at the police stations and offices.
12. Ensure that police officers and personnel maintain courtesy and civility while interacting with the public during foot patrols.
13. Utilize available mounted police in the field as needed.
